Families and taxpayers in North End may be interested in the Legislature’s review of a bill that would establish a legal recreational cannabis market in Minnesota.
The bill’s scope includes adult possession and sales, past-record expungement, home cultivation, agency funding, and rules governing how cannabis businesses would operate.
The hearing included emotional testimony from Dr. George Realmuto, who said his daughter began using cannabis in high school and later abused stimulants. He warned that families could bear the consequences of making marijuana legally available before full brain development.
Critics did not focus only on legality. They also questioned THC potency, addiction risk, youth exposure, and whether the bill adequately protects vulnerable Minnesotans.
The Minnesota Trucking Association warned that legalization could make roads less safe. Its president, John Hausladen, cited Colorado data showing a large increase in traffic deaths involving drivers who tested positive for marijuana after legalization.
Local-government advocates said cities should retain the ability to regulate where and how cannabis is sold, rather than being left with less authority than they have over alcohol businesses.
Advocates maintained that a legal market should replace prohibition without creating new traps for users, while the bill’s sponsor defended its breadth and preparation.
Republican committee members questioned whether every stakeholder had been heard and whether the bill’s spending was justified without firm tax-revenue estimates. Rep. Ann Neu Brindley said lawmakers should ensure any legalization framework protects Minnesotans.
