Minnesota Democrats began the 2023 session with legislation that would legalize adult-use cannabis, a change that would reach communities across Ramsey County, including Gem Lake.
Alpha News reported that Minnesota Democrats introduced legislation Thursday to legalize recreational marijuana for adults over age 21. With Democrats controlling both chambers of the Legislature and Gov. Tim Walz prepared to sign a legalization bill, supporters said they believed 2023 could be the year the proposal became law.
Rep. Zack Stephenson, the House lead author, said the bill was scheduled for its first hearing before the House commerce committee on January 11. He described the proposal as the result of several years of work on a Minnesota-specific legalization model.
A regulated legal marketplace
According to the Alpha News report, the bill was designed to create a regulated marketplace in which adults could grow, sell, and purchase cannabis. Stephenson said the proposal incorporated consumer-protection, health, and public-safety provisions and would establish one regulatory system for cannabis products.
The measure also included an expungement program for marijuana offenses. Stephenson said the goal was not to maximize state revenue, but to create a self-supporting market whose tax proceeds would cover the cost of regulation. He also said supporters wanted the market structured to benefit people harmed by the previous prohibition system.
Senate support was not yet certain
Sen. Lindsey Port, the Senate author, acknowledged that some Democratic senators could be hesitant because the chamber had not previously held the same extensive discussion of cannabis legislation. She said supporters planned to educate members and work toward bipartisan support while moving the bill through the process during the 2023 session.

What the proposal could mean for Gem Lake
The legislation was not limited to the Twin Cities or a single region. A statewide legal market would create questions for communities throughout Ramsey County about business licensing, enforcement, public consumption, zoning, and public education.
The first House hearing was scheduled for January 11. The debate that followed would determine whether the proposal remained intact and how much authority cities and counties would have under a final law.
